In the UAE, it is mandatory to have authority approval from the government to start any type of business firm. But there is a difference in the type of license needed in different regions. What are the differences between DHA, HAAD and MOH Licenses for medical facilities?

DHA License for medical facilities, issued by the HRD(Health Regulation Department) in Dubai, allows holding companies to set up healthcare facilities in Dubai. Continue reading to know how to get DHA License. The MOH license applies to 5 Emirates that include Sharjah, Ajman, Fujairah, Umm Al Quwain and Ras Al Khaimah. Here, the MOH(Ministry Of Health) License permits health facilities to attain the necessary official permission to practice and provide health and treatment services. These facilities include public and specialized clinics, medical centres, emergency, diagnostic and rehabilitation centres,  fertility and recuperation centres and hospitals of different sizes and specialities.
HAAD License (Health Authority of Abu Dhabi)  permits facilities to provide professional healthcare in Abu Dhabi.

How to get a DHA License for a healthcare facility in Dubai?

For healthcare facilities, their investors or delegated representatives are eligible to apply for a DHA license in Dubai. Look at the following points if you don't know how to apply for DHA license.

1. Procure trade name and initial approval from DED (Department of Economic Development).
2. Sign the agreements LSA and Civil Work Agreement.
3. Fill in the online application and submit the required documents.
4. Pay all the fees required (depending on the activities your company will conduct).
5. Make sure your facility is ready for the DHA inspection.
6. Approved requests are issued the inactive license for the facility.

To activate the DHA license:
1. Fill in and submit the online application. 
2. Pay the required fees.
3. The inspection team will contact the Facility to fix the inspection date and time.
4. DHA will conduct an inspection.
5. Those facilities that pass the final inspection will be issued the active facility License. 

Once the license is issued, the company has to register its medical director and the required number of doctors and nurses according to DHA guidelines.

How to get a MOH License for a healthcare facility?

Follow the below steps to get your MOH UAE license

1. Register in the e-Services to create a username and password. To request a Facility License, first Login and click on the service link.
2. Submit the request for the initial inspection.
3. On approval of the initial inspection, submit the application for the geometric plan study and pay the fee.
4. On approval of the site plan, initial approval for inspection is issued.
5. Apply for the initial MOH UAE license approval and pay the required application fee.
6. Obtain the required documents for the license from relevant governmental departments like Civil Defense.
7. Apply for the licensing of medical staff( doctors, nurses and technicians)
8. Submit the application for the final inspection.
9. On approval of final inspection, pay the final licensing fee and the remaining documents are to be submitted.
10.  The MOH License is issued through an e-system, sent through e-mail and can be also downloaded from the website.

How to get a HAAD License for a healthcare facility?

For preliminary approval of Health Facility license:
1. Apply for approval with the following documents:

  • Approval from DED on the name of the health facility, a presentation about the project(for hospitals only), facility PRO registration form, and Facility’s Policy for Homecare Health Services as stated in HAAD Standard for Authorization of Health Services, Abu Dhabi.
  • Pay the application fee and submit.

2. On obtaining the initial approval,

  • Hospitals, One-day surgery centres require to be planned by an Engineering consultant accredited by HAAD.
  • Request for the site visit.

3. For the permanent license of a health facility, submit all documents like medical services pricelist certified by the facility management, medical waste disposal contracts, facility director Registration details, DED license etc.
4. Pay the fee required based on the size and requirements of the facility.
5. Submit further details and submit an application for the final inspection.
6. Upon approval of the final inspection, a license will be issued.

What to do On Change in the Location of Private Medical Facilities

There is a provision that enables the transfer of licensed private medical facilities from one location to another, provided they have worked for a minimum of 6 months with an approved MOH/DHA/HAAD license. After this specific period, they can convert or receive new licenses(MOH/DHA/HAAD).
